NATO to discuss sending Patriot missiles to Turkey

President Obama made clear to Syrian President Bashar Assad and those under his command that "the world is watching" and the use of chemical weapons would be "totally unacceptable." If Syria does try to use those weapons, Obama added, there will be consequences. NBC's Andrea Mitchell reports.

NATO foreign ministers will meet on Tuesday to discuss sending Patriot missiles to beef up Turkey's air defenses, a move that could calm Turkey's fears that it could come under missile attack - possibly with chemical weapons - from Syria.?

Foreign ministers from the 28-nation alliance are expected to give their backing to the move when they meet in Brussels for a twice-yearly meeting, sending a strong signal they stand behind their ally Turkey, diplomats told Reuters.

"There will be a decision and probably a statement from the ministers themselves," one NATO diplomat told reporters.

Turkey asked NATO last month for Patriots, which can be used to intercept missiles and planes, after weeks of talks with allies about how to increase security on its 560-mile border with Syria, which is immersed in civil war.

The move follows media reports, citing European and U.S. officials, that Syria's chemical weapons had been moved and could be prepared for use in response to dramatic gains by rebels fighting to topple President Bashar Assad.

Syria said on Monday it would not use chemical weapons against its own people after the United States warned it could take action against any such escalation.

"Turkey's request, when it came to Patriots, was to augment its air defenses with the capacity to deal with the threat of ballistic missiles and particularly the threat of ballistic missiles potentially armed with chemical warheads," another NATO diplomat, speaking on condition of anonymity, said, according to Reuters.

The diplomat said the ministers would simply agree on Tuesday to "augment Turkey's air defenses."

"The decision on whether or not to deploy Patriots, and for how long is, like all NATO decisions when it comes to the deployment of military forces, a national one," he said.

The United States, Germany and the Netherlands are the countries expected to supply Turkey with Patriots. Germany and the Netherlands may need parliamentary approval to send the missiles and deployment could take weeks.

The first diplomat said that NATO's Supreme Allied Commander Europe, U.S. Admiral James Stavridis, had the power to deploy NATO's own fleet of AWACS surveillance planes if he judged it necessary to counter a specific threat and would not need ministerial approval.

However, there is no immediate plan for him to do so in the case of Turkey.

A dramatic report from northern Syria shows how rebels control much of the countryside but remain locked in deadly battle with government forces who have the fire power. Some displaced civilians have taken refuge in the ruins of one of the Dead Cities of Syria, the ancient city Serjilla, abandoned around 1600 AD. NBC's John Irvine reports.

The NATO foreign ministers will take the Patriot decision immediately after they hold talks in Brussels with Russian Foreign Minister Sergei Lavrov, who is expected to repeat Moscow's opposition to the move.

Russia, which has a fractious relationship with the military alliance, has been at odds with NATO over how to end the Syrian conflict and has vetoed U.N. resolutions aimed at pressuring Assad to step down.

Turkey has repeatedly scrambled jets along the countries' joint border and responded in kind when shells from the conflict came down inside its borders, underlining fears Syria's civil war could spread to destabilize the region.

A senior State Department official accompanying Secretary of State Hillary Clinton to Europe for the NATO talks, said he did not expect final details this week on the number of missiles that would be deployed, where or for how long.

He said the deployment would not be part of "an inexorable move towards a no-fly zone" over Syria, of the sort NATO mounted to defend anti-government rebels in Libya who toppled Moammar Gadhafi last year.

There?s a new paper out in the latest edition of Government Information Quarterly which takes a look at how Canadian business managers feel about interacting with government electronically.

It?s co-written by Christopher Reddick of the University of Texas at San Antonio and Jeffrey Roy of Dalhousie University in Halifax. Their abstract:

This paper examines business perceptions and satisfaction with e-government. Survey data is analyzed from businesses across Canada to determine their use of e-government and their perceived satisfaction with this technology for public service delivery. There are three research questions of this paper: 1) Are there significant differences for businesses that use the internet to contact government compared to those that do not? 2) Is there is a relationship between having a more positive perception overall by business of government and e-government satisfaction? and 3) Is there a relationship between businesses having input into regulatory changes, essentially being inclusive of business in the regulatory process, and e-government satisfaction? The results from the statistical models indicated that all three questions were confirmed. The findings of this study imply that governments should try to understand the business environment. A more positive attitude by business towards government, and being more inclusive of business in regulatory changes, leads to greater e-government satisfaction.

When the authors talk about e-government, they are talking about the electronic or online delivery of services, regulation, information gathering, information dissemination by all three levels of government. They take particular note of the Canada Revenue Agency and Industry Canada at the federal level, of municipal initiatives in Toronto and in Edmonton and at inter-governmental initiatives such as BizPal.?

The paper is based on a survey of Canadian businesses that was on the spring of 2010.

Some interesting tidbits that stood out for me:

  • 60% of male business managers said their business did not use the Internet to contact any level of government. Wow. Female business managers were much more likely to use e-government programs than male managers.
  • Those in the health, education or social services sector used e-government way more than those in other sectors.
  • In order of most frequently used method that businesses use to interact with government: Phone, mail, then Internet.
  • Business managers were asked if they agree with this statement: ?My business gets good value for its tax dollars? and rank their level of agreement on a scale of 1 to 5, 5 being ?strong agree? and 1 being ?strongly disagree?. Most, or 36 per cent of respondents, picked 3. Right in the middle. But 28.5 per cent picked 4 or 5 meaning they agreed with the statement while 35.5 per cent picked 1 or 2 which means about one-third of business managers in this country think the taxes they pay are a rip-off.
  • Denmark, apparently, is leading the way when it comes to e-governance and, in fact, plans to make the state officially paperless by 2015 with laws that will require all citizens and businesses to interact with the government of Denmark online only.

Are polar ice sheets shrinking? Report offers definitive answer at last.

Numerous studies in recent years have offered different ? and sometimes conflicting ? views about ice sheets in Greenland and Antarctica. But a new report offers unprecedented scope.

A team of scientists has combed through 20 years of data to arrive at what it says is the first comprehensive report on how much ice Greenland and Antarctica are losing as the global climate warms ? and how much this trend has contributed to sea-level rise.

Previous studies, done over certain parts of these regions and over various time periods, had led to disagreement concerning these questions. Some studies showed catastrophic ice loss, and others showed a small net gain.

The team reporting in Friday's issue of the journal Science says that when these data are synthesized and looked at holistically, as this report does, the apparent contradictions disappear and a single picture emerges.?

The fuller picture suggests that, collectively, the ice sheets that cover Antarctica and Greenland are now losing three times as much ice each year as they did in the 1990s. All told, they lose about 344 billion tons of ice annually ? about in the middle of previous estimates.

These losses push up sea levels about 1 millimeter (0.04 inches) a year. Since 1992, the trend has contributed 11 millimeters (0.43 inches) to sea-level rise ? about 20 percent of total sea-level rise during that time, the team says.

Scientists say it will take years to develop models that can forecast how sea levels will fare by the end of the century.

?It remains unclear if such losses will decline or will level off or will accelerate further," says Ian Joughin, a glaciologist at the University of Washington in Seattle. "The melting needs monitoring to further understand the ice sheet processes leading to the change.?

The findings show that two thirds of the annual ice loss is from the Greenland sheet. Indeed, Greenland is losing five times as much ice each year as it did in the 1990s.

Antarctica provides a more nuanced picture. In East Antarctica, which holds at least four-fifths of the continent?s ice, the mass ice forms are stable ? actually gaining slightly during the past 20 years. But these gains are eclipsed by losses in West Antarctica and on the Antarctic peninsula, which yield a net loss of ice for the continent annually and account for the remaining third of total annual ice-sheet loss detailed in the study.

The report is a ?milestone,? because it provides a more precise estimate of ice-sheet losses, the researchers said during a Wednesday teleconference. Previously, scientists had to sort through as many as 30 independent data estimates collected over 50 years, and these often produced the conflicting results, said Andrew Shepherd of the University of Leeds in Britain, a project leader.

The report also offers new clarity on sea-level rise. A 2007 report by the UN's Intergovernmental Panel on Climate Change (IPCC), for example, observed the reduction in size of the ice sheets, but was not conclusive about its effects on sea levels.

Moreover, establishing a 20-year record of the ice sheets will help scientists understand the dynamics of what is going on. ?We thought we understood ice sheets ? but we realized we didn?t understand the physics of ice sheets very well,? said Erik Ivins of NASA's Jet Propulsion Laboratory in Pasadena, Calif., and another team leader

Ice sheets are one of several main drivers of sea-level rise. The others ? which account for the other 80 percent of sea-level rise ? include the melting of glaciers and the fact that water expands as it warms, meaning seas are expanding somewhat as the atmosphere heats up. By contrast, the melting of polar sea ice has no direct effect on sea levels, since the ice is already in the water.?

Researchers warn that the 11 millimeters added to sea levels by declining ice sheets since the 1990s might not sound significant, but it could be ? and the storm surge from hurricane Sandy pointed to some concerns.

?We don?t fully understand or appreciate yet the physics involved in storm surges. When you have 11 millimeters of increase in sea level, it?s still a lot of mass,? says Dr. Ivins. ?Small changes in sea levels in certain places mean very big changes in the kind of protection of infrastructure that you need to have in place.?

BYU football?s senior defenders lead top ranked defense

Ezekiel Ansah #47 ? Linebacker

After?beginning?his career at BYU on the track team, Ezekiel ?Ziggy? switched to football. In his first two seasons, Ansah had 10 total tackles. As a senior Ansah has been dominant, amassing?44 tackles and four sacks through nine games. Ansah is majoring in actuarial science with a minor in math.

Robbie Buckner #26 ? Defensive back

Defensive back Robbie Buckner has been a?steady?contributor?to the Cougar defense. In his four years, Bucker has registered seven tackles and a pass break up. Buckner is majoring in landscape management.

Ian Dulan #39 ? Defensive line

Throughout his career at BYU, Ian Dulan has helped been a solid contributor on the defensive line. Dulan has 51 tackles including five and a half sacks. He also has one forced fumble and has recovered two fumbles. Dulan is majoring in leisure services management.

DeQuan Everett #21 ? Defensive back

DeQuan Everett came to BYU from Cerritos Community College. After redshirting in 2010, Everett has played in six games for the Cougars. In the six games Everett has played, he has recorded two tackles. Everett is majoring in global studies.

Romney Fuga #98 ? Defensive line

The Cougar run defense has been one of the nations best this year and Romney Fuga has been right in the middle of it. Fuga has started in the middle of the Cougars defensive line since 2009 and contributed 122 tackles and three sacks. Fuga is majoring in organizational behavior/HR management.

Preston Hadley #7 ? Defensive back

Since his transfer to BYU from Snow College, Preston Hadley has been a staple in the defensive backfield. Hadley has been creditited with 97 tackles and 20 pass break ups. Even though he spends most of the ?game guarding opposing wide recievers, Hadley has gotten into the backfield and registered five and a half tackles for loss in his career. Hadley is majoring in communications.

Mike Hague #32 ? Defensive back

Mkie Hague began his career as a?running back?before switching to defensive back after his mission. As a running back, Hague rushed for 156 yards on 21 carries including an 87-yard touchdown run to help the Cougars beat UNLV. Hague has recorded 20 tackles playing in the backfield and on special teams. Hague is majoring in leisure services management.

Austen Jorgensen #34 ? Linebacker

In the 37 games he?s played in, Austen Jorgensen has contributed to one of the most dominating linebacking rotations in the nation. Jorgensen has recorded 61 tackles including two for a loss. During his sophomore season Jorgensen also recorded a sack. Jorgensen is majoring in landscape management.

Uona Kaveinga #4-Linebacker

Uona Kaveinga?s college football career began at USC. During his time with the Trojans, Kaveinga recorded five tackles in 16 games. In his 22 games since coming to BYU, the senior linebacker has recorded 92 tackles. Eight and a half of his tackles were for a loss. Kaveinga is majoring in American studies.

Eathyn Manumaleuna #55 ? Defensive line

Eathyn Manumaleuna has been a starter on the?defensive?line since he returned from his mission. The senior won his way into the hearts of Cougar fans as a freshman when he blocked a UCLA?field goal to preserve a victory in the 2007 Las Vegas Bowl. He has recorded 96 tackles and five and a?half?sacks in his career.

Brandon Ogletree #44 ? Linebacker

As one of the team captains, Brandon has been a dependable leader on the field. Ogletree has 216 tackles as one of BYU?s middle linebackers. He has also forced three fumbles and recovered two of them. The Cougar defense will miss his energy and leadership. Ogletree is majoring in American studies.

Joe Sampson #1 ? Defensive back

Since transferring to BYU from the College of San Mateo, defensive back Joe Sampson has been one of BYU?s key playmakers. In his first year Sampson recorded a sack, an interception and fumble. The senior has also recorded 56 tackles playing in the defensive secondary for the Cougars.

Russell Tialavea #52 ? Defensive line

Russell Tialavea has been a constant on the BYU football team since head coach Bronco Mendenhall became took the position in 2005. The senior has given opposing offensive lines fits. Tialavea has recorded 62 tackles and six and a half of those tackles have been for a loss.Tialavea has also made his presence felt on special teams, blocking a combined five field goals.

Simote Vea #93 ? Defensive line

During his four years at BYU, Simote Vea has been a valued member of the BYU special teams and defense. In his 24 games as a Cougar, Vea has recorded nine tackles, including one sack and two tackles for a loss. The Hawaii native is majoring in economics.

Shawn is from Vancouver, WA studying Public Relations. A big sports fan, Shawn loves following the Cougars, Mariners, Seahawks and Blazers.
