Lawmakers make another run at immigration bill (AP)

WASHINGTON ? Senate Democrats renewed an uphill push Tuesday for legislation that would give young illegal immigrants a shot at legal status by arguing that the hundreds of thousands affected would improve the nation's economy and security.

The legislation known as the DREAM Act would allow students who came to the United States as children to gain permanent residency if they go to college or serve in the military, plus meet other conditions such as passing a criminal background check. The bill's sponsors are unlikely to gain the votes necessary to pass it, but the hearing gave lawmakers a chance to show Hispanics and other immigrant communities their support for the legislation before next year's elections.

Several dozen students in their cap and gowns attended the hearing, despite their status as illegal immigrants. Sen. Dick Durbin, D-Ill., introduced several who had demonstrated excellence in many facets of life but were unable to gain employment in their chosen field.

"They want to serve the country they love," Durbin said. "All they want is a chance."

Sen. John Cornyn, R-Texas, said that lawmakers from both parties have compassion for the students that would be helped by the legislation, but he said it was important to get the details right, and he pointed to changes that he believes are necessary for the bill before it can gain more Republican support. For example, he noted that students could eventually gain citizenship even if they committed serious misdemeanors, such as driving while intoxicated or certain drug offenses. The biggest stumbling block, he said, was the federal government's failure to do what it has promised to do in securing the borders and enforcing illegal hiring practices in the workplace.

Sen. Dianne Feinstein, D-Calif., countered that the nation's borders are the most secure they've been over the past decade and that there are no longer thousands of illegal immigrants coming across the Mexican border on a daily basis.

"To use border security as a reason not to give these young people a chance makes no sense to me," Feinstein said.

Education Secretary Arne Duncan told the Senate subcommittee hearing that the students helped would help fill millions of science and engineering jobs that are critical to sustaining the economy.

"They can be the fuel to our economic engine," Duncan said.

Janet Napolitano, secretary of the Department of Homeland Security, argued that the students who would be helped through the legislation pose no threat to public safety or the nation's security. PARIS ? A military spokesman says France has sent weapons to Libyan civilians besieged by Moammar Gadhafi's forces ? the first NATO country to publicly announce it has armed rebel fighters.

Col. Thierry Burkhard says the deliveries took place in early June in the western Nafusa mountains when civilians were encircled by Gadhafi's forces and his government refused to allow a humanitarian aid corridor there.

LONDON (AP) ? Libya's cash-strapped opposition has received donor funds to pay salaries to public-sector workers in rebel-held areas, Britain confirmed on Wednesday.

British Foreign Secretary William Hague told lawmakers that a first payment of $100 million in international aid money had been made to Libya's main opposition group.

At a meeting in the United Arab Emirates earlier this month, the international contact group on Libya pledged more than $1.3 billion to help support the opposition.

"In the last week they received the first international funding ... through the temporary financing mechanism set up by the contact group for vital fuel and salaries," Hague told lawmakers.

He said a meeting of the contact group in Istanbul next month would seek to ensure "the international community is ready to support the Libyan people in building a stable future."

Libya's Transitional National Council said that funds would be used to pay teachers, street cleaners and other workers providing essential services.

Opposition Finance Minister Ali Tarhouni has made repeated pleas for urgent funds, and warned on Tuesday that hospitals in the eastern city of Benghazi were running low on medical supplies.

International court orders Gaddafi's arrest (Reuters)

THE HAGUE/TRIPOLI (Reuters) ? The International Criminal Court issued an arrest warrant on Monday for Libyan leader Muammar Gaddafi, and rebels trying to oust him said their forces had advanced to within 80 km (50 miles) of the capital.

The Hague-based court approved warrants for Gaddafi, his son Saif al-Islam and Libyan intelligence chief Abdullah al-Senussi on charges of crimes against humanity. ICC prosecutors allege they were involved in the killing of civilian protesters who rose up in February against Gaddafi's 41-year rule.

"To prevent them covering up ongoing crimes and committing new crimes, they should be arrested. This is the only way to protect civilians in Libya," said ICC prosecutor Luis Moreno-Ocampo, who had sought the arrest warrants.

Reading out the warrant at the court in The Hague, presiding judge Sanji Mmasenono Monageng said Saif al-Islam Gaddafi was accused of having "conceived and orchestrated a plan to deter and quell by all means the civilian demonstrations". Senussi was accused of using his position to have attacks carried out.

However the warrant is unlikely to lead to Gaddafi's arrest as long he remains in power and inside Libya, because the court does not have the power to enforce its warrants.

"Libya ... does not accept the decisions of the ICC which is a tool of the Western world to prosecute leaders in the Third World," Justice Minister Mohammed al-Qamoodi said.

"The leader of the revolution and his son do not hold any official position in the Libyan government and therefore they have no connection to the claims of the ICC against them," Qamoodi told a Tripoli news conference.

Gaddafi's government says he holds no formal post despite ruling for 41 years. The administration has denied targeting civilians, saying it has taken justified military action against armed criminal gangs and al Qaeda militants.

Celebrations erupted in the rebel-held city of Benghazi, in eastern Libya, after the ICC's decision. Insurgent officials said the move meant negotiations with Gaddafi were impossible.

"After this warrant, it is all irrelevant. We cannot negotiate with war criminals," Jalal al-Galal, spokesman of the rebel National Transitional Council (NTC) told Reuters.

The move also was welcomed by NATO and alliance members.

"It's another indication that Muammar Gaddafi has lost his legitimacy," White House spokesman Jay Carney said.

In a separate blow to the Gaddafi family, Western diplomats said a U.N. Security Council sanctions committee had banned Gaddafi's wife from traveling outside Libya.

Although Gaddafi and other members of his family have been on a U.N. blacklist since February, Russia had blocked the inclusion of Gaddafi's wife Safia on the list of individuals facing a travel ban and asset freeze until last week.

BREAKTHROUGH

Anti-Gaddafi rebels, based in the Western Mountains region southwest of Tripoli, made their biggest breakthrough in weeks to reach the town of Bir al-Ghanam, where they are now fighting pro-Gaddafi forces for control, their spokesman said.

The move took them 30 km (18 miles) north of their previous position and closer to Tripoli, Gaddafi's main power base.

"There were battles there most of yesterday," Juma Ibrahim, a rebel spokesman, said by telephone.

"Some of our fighters were martyred and they (government forces) also suffered casualties and we captured equipment and vehicles. It's quiet there today and the rebels are still in their positions," he said from the nearby town of Zintan.

The rebels have been battling Gaddafi's forces since late February, when thousands of people rebelled, prompting a fierce crackdown by Gaddafi's security forces.

The revolt has turned into the bloodiest of the Arab Spring uprisings against autocratic rulers across the Middle East.

In Nalut district by the Tunisian border, rebels said power and water infrastructure had been hit by pro-Gaddafi bombing.

"There is a crisis here," a spokesman, identified as Mohammed, said. "We are without electricity after the brigades hit high-voltage electricity posts ... and the power problem affected water supplies."

A Reuters reporter in the center of Tripoli heard at least two loud explosions on Monday coming from the direction of Gaddafi's Bab al-Aziziyah compound, repeatedly targeted by NATO.

Later, government officials took reporters to the compound. They showed them a burned-out bus which, they said, belonged to Gaddafi and had been hit by two NATO missiles.

ISOLATION

Gaddafi is the second sitting head of state to have an ICC arrest warrant issued against him. One was issued previously for Sudanese President Omar al-Bashir.

Securing arrests, however, has proven difficult for the ICC, which has no police force and relies on member states to enforce arrest orders. Some states have refused to arrest Bashir, who is still able to travel to friendly states.

Mohammed al-Alagi, justice minister for the Libyan rebels, told reporters in The Hague that, depending events, they might opt to prosecute Gaddafi in Libya.

Some military officials within NATO have been warning for weeks that alliance resources are being stretched thin by a bombing campaign that has so far failed to dislodge Gaddafi.

Germany's Spiegel Online cited government sources as saying Berlin had agreed to a request to supply NATO with bomb components, the latest indication of the strain on alliance munitions supplies from its three-month bombing campaign.

Germany broke ranks with NATO allies to abstain in the United Nations vote allowing military action and has not participated in the campaign. France and Britain, which have carried out most of the bombing, have been given U.S. bombs.

A German defense ministry spokesman said a request for supplies came from the NATO Maintenance and Supply Agency, but declined to give details. "The general willingness to provide support was signaled," he said.

In neighboring Tunisia, three Libyan ministers, including the foreign minister, were holding talks with "foreign parties," the Tunisian state news agency reported, in a possible sign some in Gaddafi's circle were seeking a settlement.

U.S. State Department spokeswoman Victoria Nuland said Washington could not confirm the talks were taking place but said any discussions must focus on Gadaffi's departure.

"He's got to end the violence, he's got to pull back and he's got to step down from power. So if that's the tenor of the conversation, we'd be interested to hear about it," Nuland said.

The plot of Midnight in Paris concerns a trip to Paris by our hero with his fianc? and her parents ? a family of snobby rich American tourists who don?t like Paris most of the time ? like when it rains ? and focus mostly on shopping. The story has our hack Hollywood writer dreaming of the pure Paris artistic air and following the path of Hemingway or Fitzgerald. He wanders the streets at midnight, and gets in a taxi to the twenties.

Woody Allen?s twenties Paris is a spectacle. It?s a fun romp, and adorable. What fun it must be to put together the words of the great Americans who were there in the bars and Gertrude Stein?s salon. He throws out the lines and the audience laps it up, especially the fun poked at Papa.* We share the lives of these artists who didn?t know where they were going, didn?t know that they lived in the Golden Age, and it?s our lovely secret. It?s also the secret of our hero, who is clearly the alternative Woody Allen. He tries to milk his opportunities, getting advice from Stein, schmoozing with the Fitzgeralds, and romancing Picasso?s girl. He even considers staying, but we?re a bit hopeful that he might grow up.

Salvador Dali is a grand character, super-mustachioed and enigmatic. Hemingway is larger than life ? but isn?t that what he really was? Cole Porter appears, and Zelda and Scott Fitzgerald are all that they must have been, gay, charming, and ready to dash off at a whim, probably into the abyss. Luis Bu?uel gets a film concept from his own future, through our hero/fan. Gertrude Stein rules her salon and there is no doubt that she?s the regent.

It was never going to work out for the couple, and if this is a spoiler, you?re missing the gorilla in the bedroom. It?s a little silly that this innocent was ever attracted to the scolding fianc? we see. The plot is obvious, but we?re here for the fun. Paris is every artist?s dream and muse; we love those dreamers who sucked up life when it was at its best. There?s a carpe diem moral here, and idealism waiting to be tested. Also just good looking.

*I think this is a poke at me, too. I was eating up Papa?s lines ? yes ridiculous, but true to life! I may take him too seriously. :)

The first Glastonbury was officially held in 1970. It was called the Pilton Festival and, for the price of a pound, 1,500 hippies and music fans were treated to a performance by glam rock giants T Rex.

In 1971, with more than 12,000 people attending and a host of bands on the bill, it had grown into something which closer resembles the festival of today.

Another forty years on, to 2011, and organiser Michael Eavis has commissioned the Spirit of '71 stage, which sees artists such as The Crazy World of Arthur Brown and Melanie return to the Glastonbury stage.

But how much has the festival and the music industry changed since then?

The Crazy World of Arthur Brown first took to the stage on a sunny day four decades ago to perform hit song Fire.

Today, dressed in a pyjama-style outfit with his face smeared with brightly-coloured paint, the 69-year-old recalls his first time at Worthy farm as being "a bit sunnier".

"It was smaller and it was free, and the atmosphere was a little different: lots of people walking around naked... lots of spiritual leaders and concentration on lay lines and things like that.

"It's changed over the years to become a much bigger commercial festival but at its heart, it's still the same."

Social change

Brown insists that recent changes to the music industry, brought about by social media such as Twitter and Facebook, were encouraged by artists of his generation.

"Well, it's what we were trying to bring about in the 60s," he says.

"Its great that's it happened. We wanted to end the hierarchical control by the media and the record companies, who owned the studios and liked to tell you what to record."

Glastonbury 2011There have been dramatic changes since the first festival in 1970

Ed Sheeran is a 20-year-old singer from Suffolk. His debut single, The A Team, charted at number three last week. This is his first time at Glastonbury, both as a fan and a performer.

"This is a massive benchmark - to play Glastonbury. It's the biggest festival in Europe. You grow up and you're like, 'One day I'm going to play Glastonbury'."

Sheeran thrives on live performance, typically playing more than 300 gigs in a year. Glastonbury is no different, and he taking a guerilla-style approach, with eight gigs scheduled across the weekend.

"I wouldn't be doing eight gigs if I didn't want to be doing eight gigs," he says.

'Festival queen'

A product of the age of social media - much of Sheeran's success comes from building up a large following on Twitter.

"I always wonder what it would have been like if I had been born earlier in the century, and whether I would have been successful playing the same sort of music," he says backstage, at the BBC Introducing stage.

"I think social media has been a great help," says Sheeran, who credits much of his sucess to "a big online following and a bit of independent success".

"I don't think, for instance... that I would have got signed in the 60s or 70s."

Over the years, the sheer scale of the event, and the cost of running Glastonbury, means commercial partners have been involved, leading to huge branding boards on site

It has lead to some criticism that Glastonbury has become more corporate.

Sheeran disagrees: "I haven't really seen that much corporate stuff. The gig I've just done was in a tent that was solar powered - it was all very green, and there was vegetarian food, so it didn't feel very corporate - it was very chilled."

Another artist who was there in that day in June 1971 was US singer Melanie. Her hit record Brand New Key topped the US chart and went top five in the UK.

She was also acclaimed for her cover version of the Rolling Stones' Ruby Tuesday.

"It was an entirely different configuration," she recalls. "There was only one stage so it was a very different set up."

The previous year, she had also played on the same bill as The Who, Jimmy Hendrix and The Doors.

"They call me 'the festival queen' because I'm always booked at festivals, ever since Woodstock," says Melanie. "I'm happy to be back."

Melanie praises the diversity of artists playing over the weekend, with bands coming from as far away as Morocco's Master Musicians of Joujouka.

However, she believes that separating musicians by stages, some of them themed - like Spirit of '71 - was "unfortunate".

"It divides music. People say 'oh well, I'm not into that so I won't go there.'"

Melanie's career began nearly six decades ago, but does she envy singers who are starting out now, and more particularly, the speed at which they can record music and reach fans?

"It would have been great to have the technology but I would probably do what I have done - my way."

THE CANADIAN PRESS -- VANCOUVER - Massive crowds had filled downtown streets for every Stanley Cup final game, fans' expectations were steadily rising and Vancouver had been dealt the blows of dashed-hopes rioting before.

Vivid descriptions of the violent brawl that consumed the city when the Canucks lost the cup in 1994 were set out in a report aimed at preventing a replay should the team make the playoffs ever again.

But a week after similar havoc gripped the city's downtown among a throng of about 150,000 people, Vancouver's mayor admitted he didn't see the writing on the wall.

"Certainly there was discussion about the scenario of a riot and how that would be responded to," Gregor Robertson told reporters Thursday as he promoted a campaign to help revive downtown businesses that were attacked by looters and window smashers who caused millions of dollars in damage.

"I think what took place would be far beyond what anyone anticipated," the mayor said.

Robertson acknowledged he didn't read the prophetic 17-year-old report until he was managing the aftermath of the Canucks' Game 7 loss to the Boston Bruins.

In the report, the B.C. Police Commission warned the city against encouraging people from gathering downtown and said setting up giant TV screens is a bad idea.

But that was the scene on the night of the riot.

The report also noted the policing plan to control crowds in 1994 was deficient, adding "police are better served by overestimating the number of officers they will require, rather than underestimating."

Yet documents show the force requested $648,000 in funding for policing, a third of what it had asked for last year in anticipation of the Canucks making to to the Stanley Cup final then.

"The vast majority of those recommendations, almost all of them, were acted upon many years ago," Robertson said of the 1994 report, adding policing of crowds in the city has evolved out of the report and those changes were evident when the melee erupted last week.

The designated fan zones had a capacity of 25,000 people, not the estimated 150,000 who showed up downtown, including those in the bars, restaurants and Rogers Arena, Robertson said.

Police Chief Jim Chu did read the report, and Robertson noted that police approved the setup of big-screen TVs along several blocks of the downtown area that was blocked to traffic.

Robertson agreed there weren't enough officers on the street.

"There are a lot of detailed questions around the police's deployment and their operations," he said. "I certainly have those questions now."

But he proceeded to deflect questions about why decisions around such choices were made. He said he's waiting for answers from the independent review that's being funded by the province.

"There were dozens of people who showed up with weapons, explosive devices and the intention to create a riot," Robertson said.

Robertson denied suggestions that a city manager pressured police to "ratchet back" spending on the playoff run, according to minutes of a council meeting. He said only that council approved the $648,000 budget request.

The 1994 report noted that cost implications make it difficult to deploy more officers.

"But the (police) department should be encouraged by its budget managers to err on the side of prevention," the report said.

In an email statement sent later Thursday, Vancouver Police addressed the debate over how many officers were deployed.

It said numbers are based on experience and threat assessment, which changes from minute to minute in a riot-type scenario and yet the resources available remain the same.

"Realistically, there is no plausible number of police that could have been deployed that would have prevented this riot," police said, adding no can predict with 100 per cent certainty if a riot will occur.

"Toronto had many more police, drawn from across the country, on the streets for the G20 and they still had a riot."

Chu has not released the number of officers who were out last Wednesday. The statement noted the number was "about the same" as were deployed for the gold medal hockey game during the Olympics.

Police will co-operateate fully with the review, the statement said.

"We also will take any lessons learned and implement them."

According to the Downtown Business Improvement Association, the damage and looting is currently estimated at $4 million to $5 million.

About 20 of the 60 vandalized stores were looted, and one store CEO has said the total damage at that one location amounted to $1 million, including $500,000 in stolen merchandise -- everything from high-end cameras, computers and cosmetics.

Some store owners found their cars torched, said Downtown Business Improvement Association executive director Charles Gauthier.

Store staff feared for their safety and in one case fended off the mob with fire extinguishers. Another store reported that a Good Samaritan stopped a rioter from tossing a Molotov cocktail.

Hacker pleads guilty over AT&T-iPad breach (Reuters)

NEW YORK (Reuters) ? A computer hacker pleaded guilty to helping write malicious code that let him breach AT&T Inc servers and steal personal data belonging to 120,000 Apple Inc iPad subscribers, U.S. prosecutors said.

Daniel Spitler, 26, admitted to one count of conspiracy to gain unauthorized access to computers and one count of identity theft at a Thursday hearing before U.S. District Judge Susan Wigenton in Newark, New Jersey federal court.

Spitler could face a 12- to 18-month prison term under federal sentencing guidelines, which a judge need not follow. The San Francisco resident is free on bail, and his sentencing is scheduled for September 28.

Prosecutors in January accused Spitler and codefendant Andrew Auernheimer, 25, of using an "account slurper" to conduct a "brute force" attack over five days last June to extract data about iPad users who used the Internet through AT&T's network.

According to prosecutors, Spitler admitted to being a member of Goatse Security, a group of "self-professed Internet 'trolls'" who try to disrupt online content and services.

They said Auernheimer was also affiliated with Goatse, and that creators of the account slurper leaked stolen email addresses and other data to the website Gawker.

Possible victims of the hacking included public figures such as New York City Mayor Michael Bloomberg, anchor Diane Sawyer of Walt Disney Co's ABC News, movie mogul Harvey Weinstein, and Chicago Mayor Rahm Emanuel, prosecutors said.

"Computer hackers are exacting an increasing toll on our society, damaging individuals and organizations to gain notoriety for themselves," U.S. Attorney Paul Fishman in New Jersey said in a statement. "Daniel Spitler's guilty plea is a timely reminder of the consequences of treating criminal activity as a competitive sport."

Susan Cassell, a lawyer representing Spitler, said any 26-year-old in her client's position "will be deeply saddened by the process, especially when his goal was to benefit the public by exploiting a security breach that, if left unaddressed, could have led to far more serious consequences."

Auernheimer is a Fayetteville, Arkansas, resident charged with the same crimes as Spitler. He was granted bail in February, and his case is pending.

Candace Hom, a federal public defender representing Auernheimer, was not immediately available for comment.

AT&T was Apple's partner in the United States to provide wireless service on the iPad. After the hacking, it shut off the feature that allowed email addresses to be obtained.

The case is U.S. v. Spitler, U.S. District Court, District of New Jersey, No. 11-mj-04022.
