Black money: India to expand customs overseas snoop network

India is considering a proposal to expand its Customs Overseas Intelligence Network across Asia for checking cross-border illegal trade and blackmoney besides gathering information on commercial frauds.

A proposal in this regard is under consideration of the Ministry of External Affairs, sources said.

The network, which functions under the Directorate of Revenue Intelligence under the Finance Ministry, plays a pivotal role in exchange of information related to cross-border illegal trade.

At present, there are nine Customs Overseas Intelligence Network (COIN) offices in various cities including London and Brussels. The Finance Ministry has recently approved two COIN offices in China, the proposal which has been agreed upon by the MEA.

"Two COIN offices are yet to be established in China. There has been an in-principle approval on it by the Finance Ministry and the MEA. The MEA is also looking into the possibility of opening few more such offices in Asian nations. However, no final decision has been taken so far," a source said.

He said the main area of focus would be South East region which includes Malaysia, Philippines, Cambodia, Singapore, Indonesia and Thailand among others.

The need for expanding the network was felt after authorities found that a majority of illegal goods were originating from these countries and being smuggled to India using different gateways, sources said.

Customs officials have noticed spurt in activity related to Trade Based Money Laundering (TBML) through illegal export to India from South East nations.

"The government is in talks with all the stake holders. An appropriate decision will be taken soon," an official, in the know of the status on the proposal, said.

(AP) ? Plans to use an array of powerful air cannons in an undersea seismic study near a Central California nuclear power plant have federal and state officials juggling concerns over marine life with public safety.

Pacific Gas & Electric Co. wants to use big air guns to emit strong sound waves into a large, near-shore area that includes parts of marine reserves to make three-dimensional maps of fault zones, some of which were discovered in 2008, near its Diablo Canyon nuclear power plant.

But a state study, mandated by AB1632, signed into law in 2006, found the project is likely to have "unavoidable adverse effects" on marine life and the environment. Biologists, environmental groups and fishermen have opposed using the high-energy air guns, saying the blasts have potential to harm endangered whales, California sea otters and other creatures frequenting these waters.

"I am very concerned about impacts to marine mammals, especially some of the large whales including blue, fin, and humpback whales," said John Calambokidis, an Olympia, Wash.-based marine biologist who has studied Pacific Ocean whales for decades. "There are many uncertainties on the impact of this type of operation on whales, especially since we have not seen this type of large air gun survey off California for a long time."

The $64 million, ratepayer-funded effort to understand seismic threats to the plant has intensified since the disastrous 2011 Tohoku quake and tsunami, which disabled reactors at Japan's Fukushima Dai-ichi nuclear power plant. Quake experts were surprised by the 9.0-magnitude quake on a fault that scientists did not believe would produce a quake stronger than 8.0.

Although the Japan disaster demonstrated that predicting the strength of a quake on a given fault is an inexact science, PG&E wants to know if the newly discovered faults near San Luis Obispo are connected to existing ones that have already been studied. Seismologists typically use a fault's length to estimate the maximum possible earthquake it can produce.

"People need to understand, we're living in the world post-Fukushima, so we need to go back and review everything we think we know about the seismic threat situation around important structures like this power plant," said Bruce Gibson, a former seismologist who now serves as a San Luis Obispo County supervisor.

"Unfortunately, from an environmental impact standpoint, the only real way to get the images is to put high energy sound into the earth."

If the project gains approval from myriad agencies, scientists would tow up to 18 air guns behind a boat and blast loud sound into the water over a 530-square-nautical-mile area. Hundreds of sensors would be placed strategically on the seafloor, picking up the reverberations and allowing computers to create three-dimensional maps in technology similar to an ultrasound.

The air guns and sensors would be dragged through an area that includes two state marine protected areas ? Cambria and White Rock ? and is adjacent to the Monterey Bay National Marine Sanctuary. Dozens of endangered and threatened species use these waters.

A similar seismic survey is being planned near the state's other nuclear plant at San Onofre, in San Diego County to the south.

A State Lands Commission environmental impact study found on Aug. 20 there would be "unavoidable impacts" to marine life in the area during the San Luis Obispo testing.

But the commission also concluded the "benefit of the project outweighs the unavoidable adverse impacts," said Jennifer DeLeon, a senior environmental scientist at the commission.

While similar high energy seismic surveys have been done on the Pacific Coast ? most recently off Washington ? PG&E said monitors there did not observe harm to whales or other marine mammals.

The powerful cannons used in these projects can be fatal to animals that stray too close to them. Also, biologists said the loud noises could drive migrating whales and their calves apart, and that mortally wounded whales often sink in the ocean, so it is difficult to see how the tests affect the creatures.

Efforts to mitigate such impacts will reduce, but not eliminate, harm to animals, according to the company and earth scientists.

"The sound source for the PG&E imaging project is a type that has been used for several decades by scientists and industry," Donna Blackman, a geophysicist at Scripps Institution of Oceanography in San Diego, said in an email. "Known cases of possible impacts on marine mammals are very few. An integral part of using this type of system is to have continuous monitoring for whales within close range of the ship."

PG&E said it is spending $8 million on monitoring for the project, said Mark Krausse, a PG&E director.

"If the ship is coming within 1.1 mile of any mammal, not just a marine or listed, but any mammal, we have to shut down," Krausse told the California Fish and Game Commission on Monday.

PG&E wanted to start work Nov. 1 and continue through Dec. 31 ? a time window believed to have lower whale traffic off the Central Coast. But the company has asked for an extension of its hearing before the California Coastal Commission, and other agencies are not expected to approve testing permits by then.

Major environmental groups such as the Sierra Club and Natural Resources Defense Council oppose the plan, saying adequate seismic research already has been done, and that too little is understood about potential long-term impacts of the air guns on the marine environment.

"The marine protected areas were created (so) marine wildlife could thrive without human interference," said Amanda Wallner of Sierra Club California. "We share concern over earthquake risk at Diablo Canyon. However, we don't believe this is the best way or the only way to determine seismic risks."

Water World: Ponds


A pond is a depression in the ground that is filled with water that remains year round. Ponds range in size from the artificial backyard projects about the size of a bathtub to bodies of water that are about the size of a football field. Other artificial ponds are workhorses. One example is a sewage treatment pond. This type of pond keeps the sewage in a place where the growth of microorganisms can occur in the shallow and warm water.

As microorganisms such as algae grow, they can use some of the materials in the sewage as food. This helps clean the water, and is an example of bioremediation, the process of using natural substances such as bacteria, to clean a contaminated natural resource, such as water.

Life in and around ponds


Ponds are havens for plants. Because the sunlight is abundant all through the water, plant can grow from every location in a pond. (Plants need sunlight to live as they convert the Sun?s energy into food in a process called photosynthesis.)

Often, the surface of a pond will be almost entirely covered with pond-loving plants such as the water lily and other plants that need higher levels of sunlight or that need direct exposure to air.

Ponds also support various species of animal life, both in and surrounding its waters. Often, the bottom of a pond will be muddy, rather than rocky, and the mud hosts a variety of living creatures, such as crayfish.

The still pond water and muddy bottom are also favorable conditions for the eggs of insects and creatures such as frogs to develop (often attached to the stems or leaves of plants).

For microscopic life such as bacteria and algae, a pond offers plenty of food and the sunlit water provides a suitable temperature for the microscopic cells to grow and divide.

Animals such as deer often use natural ponds as a source of drinking water. Birds feed upon fish that live in ponds. Beavers find the still pond waters a good place to build their lodge.

Ponds are often a source of relaxation and recreation. In warmer times of the year, a pond?s edge can be a place where people picnic or rest outdoors. In the cold winter season of northern climates, ponds can freeze solid and host winter sports such as ice skating.

The fate of ponds

The flow of water into and out of a pond can be slow. This feature, along with its shallow depth, makes a pond vulnerable to contamination. If chemicals that upset the natural composition of the pond are introduced, then the water quality necessary to sustain life can be destroyed.


Ponds that form in arid (dry) regions where rainfall is briefly heavy then sparse throughout the rest of the year continue a cycle of filling up, then slowly drying. These ponds attract animal life only when water is abundant, which can sometimes cause conflicts with humans.

In some regions of Africa, crocodiles return during the rainy season to newly filled ponds that form near populated villages. Hungry after hibernating (being in an inactive state) the rest of the year, the crocodiles pose a threat to livestock that also drink from the pond, and the people who tend the livestock.

As time passes, the vast majority of ponds will naturally fill in, as sediment (particles of gravel, sand, and silt) and other debris collect in the shallow water. After about one hundred years, what was once a pond often becomes a field, and the water source of the pond is diverted by the changing landscape or by changes in rainfall amounts.

I started off this TV Club hoping that Season 3 of Louie would be ?as loose and weird and ambitious and tonally uneven and emotionally dead-on as ever.? Thirteen shows later, knowing now that Louis C.K. and some version of his crew flew all the way to China for what amounted to, at best, one-fourth of one episode of half-hour television, the ?as ever? part seems absurdly quaint. Perplexing, heartbreaking, hilarious, bizarre, a little lost, a little sexist?this season was, in the immortal words of Superchunk, ?everything at once.?

Last night?s finale was all that, including, despite both David and Jonah?s beautiful assessments, a little disappointing. The opener, with Louie slouched and forlorn on his couch as the camera pulls back to reveal Lilly and Jane tearing open their Christmas presents with delight, and then flashing back to reveal the hell that Louie went through to create that delight, was pretty much perfect. Jonah said it better than I ever could: Sweating, and ultimately sobbing, over a fucker of a doll in order to make your kid happy/shield her from unhappiness, is not going above and beyond?it?s being a parent. (Please direct all complaints about over-parenting philosophies to the comments, thank you.)

The elevator family tableaux hit me much harder than Liz?s death (which I thought C.K. kinda screwed up by cutting so obviously to the hospital?s New Year?s Eve cheer). Being alone is one thing?being left alone, as your family shoots down an elevator shaft and off on a two-week vacation with Patrick, seems much worse. To know what having a family is, and then to not have it all the time, and then to watch some other guy have it?this is the kind of stuff I have nightmares about.

Whether Louie was searching for a mate, a friend, or his runaway (well, closeted) daughter, most of this season was, in some form, about Louie not wanting to be alone. He may have stolen a boat in order to not reunite with his father, but all that did was leave him more adrift. Even the three-episode ?Late Night? arc feels, in hindsight, like an attempt to let Louie finally commit, and hopefully marry, his career. The finale addressed Louie?s fear?and reality?of loneliness head-on, with those awesomely named local news anchors taunting Louie from behind the TV screen.

Jonah, I wish I saw in that final scene what you saw?camaraderie, community, Louie feeling not so alone. You must have turned off the episode smiling. Instead, I saw a stupid American pronouncing Chinese funny, trying to make his hosts laugh on command, as if performing for Jack Dall. And I saw C.K. (lovingly) condescend to another culture, as he did in the Ramon episode: If colorful Latinos really know how to live, Chinese villagers understand the meaning of life.

But, hey, no hard feelings. I don?t know what in this episode, or season for that matter was real, what was a dream, and what was whatever the third choice would be?and it really doesn?t much matter. Like Louie arriving at the mighty Yangtze only to find a tiny stream but a tiny stream surrounded by gorgeous landscape but gorgeous landscape in the middle of one of the most populated cities in the world and that city being utterly foreign and yet kind of familiar and way better than being in Mexico with your brother-in-law, I?ll suck up the disorientation, embrace the emotion, and rationalize the let-downs of whatever the hell all that was.

A new study by advertising company Solve Media indicates that one out of 10 hits on any given website is a bot or automated script. No matter how you look at it, that's a lot of robo-clicks.

"Bots" aren't actual robots sitting at a computer, of course. They're a kind of?specialized software that can do anything from clicking an ad thousands of times to commenting or registering for an account. They're everywhere; Facebook recently revealed that it has over 83 million fake users, many of which are certainly bots. There are also friendly bots, like the ones Google uses to index sites, but they generally try to stay out sight and not cause trouble.

Solve Media works in the CAPTCHA world ? those "type what you see" tests that purport to check that you're human ? so it has had many occasions to study bots'?behavior. Its 10 percent number is based on looking at more than?100 million unique visitors a month across its ad network for over a year, applying hundreds of what they call "attack vectors" to identify bots.

Solve Media's CEO told AdWeek that as the same bots get encountered again and again, the company gets get "more and more reputation data and a valuable understanding of who they are and what they are." In other words, they don't just count the bots, they get to know them.

Most bots are based in the U.S., they said, but U.S.?websites aren't actually the highest in bot activity, with around?16 percent off traffic attributable to them. In Singapore and Taiwan, Solve Media found bot rates of more than?50 percent. And it's rising: the company?says "aberrant traffic" rose 400 percent during the 18-month study.

That's bad news for advertisers who have spent their money on display ads. If half the visitors to a site are fake, that's half their money wasted! Solve Media, naturally enough, recommends its own platform for controlling such fraudulent activity, but if even a top-shelf website like Facebook has trouble doing it, the problem may be getting out of control.

Blend of bikinis and Chinese opera stirs debate

BEIJING (AP) ? A stage performance by bikini-clad women wearing headpieces styled after traditional Peking Opera has sparked debate in China after photos were made public this week, highlighting divided views on how to preserve the country's traditions.

Organizers of the Miss Bikini International Committee ? which was responsible for the show staged in April to promote an upcoming bikini competition ? defend the use of Chinese opera elements as a bold artistic attempt.

"We are only adding small elements of the opera to fit the Eastern style, and we are just adding Chinese traditional cultural elements on the stage in order to attract audience," said Li Jinkun, general manager of Beijing Beauty Cultural Development Co. Ltd., which organizes the bikini contests. "Our goal was to let the audience have a fresh and new feeling," Li said Thursday.

Supporters say such experiments should be tolerated in commercial endeavors, but opponents say the sexiness of bikinis insults the traditional art form, which typically appeals to older people.

The debate over the use of opera elements in the bikini show began on China's active social media, but state media soon chimed in with equally split opinions.

"To rejuvenate traditional arts is a serious matter. Any innovation must respect the art in the first place but not distort it or change it beyond recognition," the state-owned China Youth Daily said Wednesday.

But a microblogging site of the online version of the official People's Daily backed the changes, saying that traditional opera also can be sexy, while a commentator on the Weibo site said traditional operas cannot live in a vacuum.

"Bikini-style Peking Opera is an innovation. Whether it will last or not, only time can tell," commentator Wu Hongmin wrote.

Haha. I hope you find one you like, I tried to make all the spots as interesting as each other :) I actually haven't heard of that film though I'd assume that since cloning is a rather intriguing and controversial topic many different stories would be made about it.

It?s been 35 years since Elvis Costello released his debut album, My Aim Is True, for Stiff Records, and contemporary tastemakers are still singing its praises. Not that long ago, mega-huge music blog Pitchfork referred to Aim as ?the most impressive debut in pop-music history.? In 2003, VH1 proudly dubbed it the 80th greatest album ever made, further proving that good music, quite simply, never goes out of?style.

This Sunday, Costello returns to town for a solo set at the Granada Theatre as part of his 2054: The Centenary Show tour. ?It?s a lighthearted way of saying that the show can contain anything,? Costello explained recently via phone. ?In that respect, it?s really not that different from the Spinning Songbook show, except there?s no big piece of carnival apparatus to make the selections. Instead, I?m making?them.?

Costello is, of course, referring to his preferred means of touring with his band The Imposters, whereby he spins a Wheel of Fortune?style wheel of song titles in order to determine the night?s on-the-fly set list. But ask those who caught Costello during his 2010 solo jaunt, and they?ll tell you that, even without the band, Elvis is well worth the price of admission. Why? Because left to his own devices, he will gladly go?anywhere.

?I like that feeling of spontaneity, and I wanted to retain it even when I?m playing the solo shows,? he said of the set he?ll bring to Santa Barbara. ?I don?t even have to ask anyone?s opinion! I thought, just let some songs select themselves, and they will find their kin amongst my repertoire, if you know what I mean. Over the years, you might return to themes or have two different views of the same subject that were written 20 years apart. I?m letting that be my?guide.?

With a career that runs the gamut from pop to jazz to country and stretches over 27 albums, fans can expect pretty much anything from Costello. Of late, the bespectacled and besuited icon has been on a bit of a country kick, recording in Nashville alongside songwriter, producer, and friend T Bone Burnett for 2009?s Secret, Profane & Sugarcane and 2010?s National Ransom. Most recently, though, he?s been touring hard, as well as contributing to wife Diana Krall?s upcoming album, also produced by?Burnett.

?T Bone has a feeling for music that?s just so strong,? Costello said. ?He never has the arrogance of placing himself between the music and the artist ? and that?s at the root of every great record you?hear.?

And Costello knows a thing or two about great records. Last time he swung through town, fans were treated to an intimate and lengthy set that ran the gamut of his musical accomplishments?????from ?Watching the Detectives,? ?Veronica,? and ?So Like Candy? to a selection of My Aim Is True highlights. Instrumentally, Costello?s prowess is no less impressive. Armed with an arsenal of guitars, he can not only fill a room but also create a backdrop worthy of his lyrical?compositions.

?We?re doing a good deal of pretty well-known songs,? Costello emphasized, ?but after a number of years, you don?t want to presume that?s all people want to hear from you. Emboldened by those totally random shows, I feel like there is a lot of music to be played, and I don?t think anyone will walk away feeling?cheated.?

Add to that the pristine acoustics and stunning beauty of the Granada Theatre, and you?ve got a night that?s, well, right on?target.

Probability maps help sniff out food contamination

ScienceDaily (Sep. 27, 2012) ? Uncovering the sources of fresh food contamination could become faster and easier thanks to analysis done at Sandia National Laboratories' National Infrastructure Simulation and Analysis Center (NISAC).

The study, in the International Journal of Critical Infrastructures, demonstrates how developing a probability map of the food supply network using stochastic network representation might shorten the time it takes to track down contaminated food sources.

Stochastic mapping shows what is known about how product flows through the distribution supply chain and provides a means to express all the uncertainties in potential supplier-customer relationships that persist due to incomplete information.

If used on a larger scale, such methods also might assess the vulnerability of food supplies to wide-scale, deliberate contamination.

Tracking down the source of fresh food contamination can be difficult and time-consuming. Stephen Conrad (6924) says difficulties in adequately characterizing connections and product flows among producers, distributors and suppliers can contribute to significant uncertainty in assessing the risk of foodborne illness.

"This is often a serious problem when there is an outbreak of food poisoning in a particular region and the healthcare authorities cannot quickly trace the source of the outbreak," Stephen says.

When an outbreak occurs, epidemiologists must interview affected people to track down where foodborne exposures happened. Often those interviews take place weeks after the exposure, leading to inaccurate or incomplete information and making it difficult to pinpoint a likely food culprit. Once the tainted food has been identified, investigators must trace up through the food distribution supply chain to locate the source of contamination.

"Epidemiologists involved in trace back start behind the eight ball," Stephen says. "They attempt to reconstruct the pathway the contaminated food has traveled through the distribution network well after the fact."

Even at the supply chain level, investigating how food moves through the system is daunting. Stephen says supply chains vary widely from one food marketing system and agricultural sector to another. Some supply chain parts change frequently. Even within a single agricultural sector, some parts of the food supply chain may be characterized by enduring supplier/customer relationships, while others may be market-based and highly transitory.

Even industry insiders may not understand the supply chain map. Many only know "one up and one down" -- that is, they know only their direct supplier and direct customer. Some information about customers and suppliers can be proprietary and therefore hard to get, Stephen says.

In 2011, sprouts were the focus of a serious E. coli outbreak in Europe, but tracing contaminated products to their source proved difficult.

Sandia researchers applied the stochastic mapping technique to test data from the fresh sprout sector in a single state in the U.S., using a case study of the edible seed sprout distribution system as the basis of their computational model.

"Stochastic network representation provides the ability to incorporate and express the uncertainties using probability maps," Conrad explained. "The method enables effective risk analysis and designing robust food defense strategies."

Future work for the team will include scaling the analysis up to the company or industry level as well as mapping commodity flows into, out of and within a geographic region.

Ultimately, NISAC intends to work with partners in business and federal and state agencies to ascertain whether the agencies have a business case for adopting the method.

If there is, the team will seek to help achieve wide acceptance of using data analysis to assess risk.

Building on techniques and knowledge developed at NISAC over the past four years, the work was initiated with funding from Sandia's Laboratory Directed Research and Development program and continued with funding from the Department of Homeland Security.

"If stochastic mapping was widely used now, perhaps outbreaks, such the recent ones involving salmonella, could be more quickly tracked down and contained. Quicker containment would benefit not only consumers but also the farmers who grow fresh food for our nation and who can be severely impacted economically by uncertainties and market restrictions on sales of their products caused by delays in pinpointing an outbreak's source," Stephen says.

Kitchen Island Kitchen Bar Makeover with wood ... - DIY Show Off

We?re starting to furnish the apartment ? on a very tight budget. An old inexpensive portable kitchen bar/island with bar stools is something we?ve had sitting around and the perfect size for creating a dining area in a tiny apartment.

But the old top was in bad condition. Pictures don?t show the pink stains (Kool-Aid, maybe or magic marker) and scratches?

I removed the top.

The frame was spraypainted white to freshen up an old scratched finish.

New top was made using alternating sizes of 1?3 and 1?5 pine planks cut to 40? in length?a little bigger than the previous table top.

Boards were sanded.

I used wood glue to assemble the planks together?

Then clamped until the glue dried, wiping away excess wet glue.

I didn?t take pictures but I stained and used my Silhouette Cameo to make some ?postage? themed stencils at Ali?s request. Then sealed the top with about four coats of polyurethane and let dry.

The bar stool tops were sanded and taped off using FrogTape while frames were spray painted a fresh new coat of white.

I applied a coat of stain to the top of the barstools?

When that was dry, I used my Silhouette Cameo to create number stencils with a circle border. Using transfer paper, I applied the stencils to the top of the stools. (They didn?t stick to the shiny finish of the stain very well and took a little work to remove the transfer paper, but I managed to do it! I?d recommend staining after the numbers have been painted?although it will change the color of your paint unless you?re using a clear coat. Removing the vinyl also pulled off some of the finish?but that just added to the distressed character of the top of the stools.)

I painted in my stencils using acrylic craft paint and immediately removed the vinyl stencil.

I let the numbers dry over night and then applied several protective coats of Polycrylic, allowing it to dry between each coat (also lightly sand using a fine grit between coats).

So cute, aren?t they? Better pictures coming up in the apartment reveal. That?s where this kitchen bar set will be living. VERY SOON! Hurray!
