Russia's proposed ban on US adoptions: What would it mean for orphans?

Children's rights advocates say there's nothing wrong with efforts to reduce international adoption ? if those efforts are focused on strengthening families and encouraging domestic adoption. Russia, however, has a long way to go to find domestic families for its orphans.

By Mark Trumbull,?Staff writer / December 27, 2012

Orphan children have a meal at an orphanage in the southern Russian city of Rostov-on-Don, December 19. Russia's parliament initially approved a bill banning Americans from adopting Russian orphans on Wednesday in reprisal for a U.S. law punishing alleged Russian human rights violators in a row that has strained bilateral relations.

Russian President Vladimir Putin says he will sign a ban on US adoptions of Russian children ? a move that would close off a major avenue by which orphans in that country find their way into families.

Supporters of the bill, passed by the parliament before Christmas, say it's designed to promote domestic adoption and to put an end to alleged endangerment of children by their adoptive parents in the United States. The bill is also a retaliatory measure, in response to an American law that imposes sanctions on Russian officials deemed to be human rights violators.

"I still don't see any reasons why I should not sign it," Mr. Putin said at a televised meeting Thursday, adding that he "intends" to do so.

But statistics suggest that the move might be putting politics above practicality, when it comes to finding alternatives for thousands of youngsters now growing up in institutions rather than in families. Children's rights advocates say there's nothing wrong with efforts to reduce international adoption ? if those efforts are focused on strengthening families and encouraging domestic adoption. Russia, however, has a long way to go to find domestic families for its orphans.

About 120,000 orphans are listed as up for adoption in a Russian government database, while only 18,000 Russian families are signed up to become adoptive parents, according to numbers cited by The Wall Street Journal, New York Times, and other sources.

"These children have already lost the chance to be adopted by a Russian family," before they are considered for US adoption, says Jennifer Phillips, an adoption supervisor at Lutheran Social Services in Rocky Hill, Conn. It's unclear, she says, whether Putin can succeed in getting more orphans placed with Russian families.

Even before any ban takes effect, Russia has been slowing the pace of international adoption. In the US, adoptions of Russian children totaled just 962 in 2011, down from nearly 6,000 in 2004, according to the US State Department. Despite the decline, the US remains the top foreign destination for Russian orphans being adopted internationally.

And despite the decline, only China and Ethiopia outranked Russia in 2011 as a "country of origin" for international adoptions by US parents. If Putin signs the ban, the move would not only block new adoptions but also cast doubt over US adoptions from Russia that are currently under way.

Gun control debate heating up in statehouses

ATLANTA (AP) ? As President Barack Obama urges tighter federal gun laws, state legislators around the country have responded to the Connecticut school shooting with a flurry of their own ideas that are likely to produce fights over gun control in their upcoming sessions.

There is momentum in two strongly Democratic states to tighten already-strict gun laws, while some Republicans in four other states want to make it easier for teachers to have weapons in schools. One Republican governor, however, used his power this week to block the loosening of restrictions.

The question is whether public outrage after the slayings of 20 children and six adults at an elementary school in Newtown, Conn., will produce a meaningful difference in the rules for how Americans buy and use guns. Or will emotions and grassroots energy subside without action?

"I've been doing this for 17 years, and I've never seen something like this in terms of response," said Brian Malte, spokesman for the Brady Campaign to Prevent Gun Violence, based in Washington, D.C. "The whole dynamic depends on whether the American public and people in certain states have had enough. No matter if it's Congress or in the states, their voices will be heard. That's what will make the difference."

The Pew Research Center's Project for Excellence in Journalism released a report Thursday showing that the school shooting in Connecticut has led to more discussion about gun policy on social media than previous rampages. The report says users advocating for gun control were more numerous than those defending current gun laws.

The National Rifle Association, a powerful organization that has successfully lobbied for expanded gun rights, has remained largely silent since the shootings, aside from a brief statement mourning the victims and promising that the group "is prepared to offer meaningful contributions to help make sure this never happens again." A spokesman did not respond to a request for comment this week. NRA leaders planned to hold a news conference Friday.

Some of the legislative proposals reflect renewed conviction in the long-held beliefs of lawmakers. Legislators, mostly Democrats, in California and New York plan a push to tighten what are already some of the most stringent state gun-control laws. Many Democrats in presidential swing states are pushing for tighter restrictions, while others take a wait-and-see approach. Meanwhile, rank-and-file Republicans in Oklahoma, Tennessee, South Carolina and Florida have called for making it easier for teachers and other adults to have weapons in schools.

Other proposals predate the Newtown massacre. Lawmakers in the GOP-led states of Alabama, Tennessee, South Carolina and Pennsylvania had been considering before the shootings loosening restrictions on employees having guns in their vehicles on work property.

South Carolina Gov. Nikki Haley, a Republican, offered Thursday what appears to be a growing theme among GOP leaders: that the shooting should prompt discussions about mental health treatment, not anti-gun laws.

"Anybody can get a gun, and when bad people get guns, they're going to do what they want to do. No amount of gun control can stop someone from getting a gun when they want to get it," she said. "What we can do is control mental health in a way we treat people who don't know how to treat themselves."

Yet Republican Gov. Rick Snyder of Michigan this week vetoed a law that would have allowed certain gun owners to carry concealed weapons in public places, including schools, though he attributed his action to the details of the law, not Newtown. Gov. Scott Walker of Wisconsin this week declined to rule out proposed gun restrictions Democratic lawmakers are pushing in Madison, though he echoed Haley's emphasis on mental health.

The Democrats assuming control of the Minnesota Legislature plan to evaluate the state's gun laws, though no concrete proposals have emerged yet.

"I don't have an answer today," said the state's Democratic Gov. Mark Dayton. "There's a limit to what society can do to protect people from their own folly."

In San Francisco, Ben Van Houten of the Law Center to Prevent Gun Violence, said, "Keeping public pressure on legislators is critical here. Legislators have been able to duck their responsibility to keep us safe."

A Pew Research Center survey taken Dec. 17-19, after the shooting, registered an increase in the percentage of Americans who prioritize gun control (49 percent) over gun owner rights (42 percent).

Those figures were statistically even in July. But 58 percent opted for control over individual rights in 2008, before Obama took office. The December telephone survey included 1,219 adults in all 50 states. The margin of error is plus or minus 3.4 percentage points.

Van Houten, whose organization provides model legislation to lawmakers, noted Snyder's veto in Michigan. Less important than the details of the proposed conceal-and-carry law, he said, is that a Republican nixed a relaxation of existing law.

Also noteworthy is a California Republican who previously opposed more gun restrictions. State Sen. Ted Gaines, who represents Sacramento suburbs, said this week that he'll introduce a bill to permanently disallow gun ownership for anyone deemed by the courts to be a danger to others because of a mental diagnosis. Current California law allows those individuals to recover gun rights after treatment.

Of course, those examples don't involve new restrictions for the general population, which the NRA has successfully blocked in most states in the past.

In recent years, NRA's statehouse efforts have centered on expanding the right to carry guns in public places and adopting "stand your ground" laws that expand self-defense rights beyond a person's home. Just four states ? Alaska, Arizona, Vermont and Wyoming ? allow concealed weapons without a permit. But the NRA has over many years chipped away at the burdens to get a license in the remaining states and, more recently, shifted to eliminating exceptions that allow churches, schools, universities and businesses to ban weapons on their property.

The American Federation of Teachers and the National Education Association have jointly rejected the ideas of increasing gun presence on campus. The proposals generally take two forms: eliminating the exceptions so gun owners can choose to carry on campus or specifically requiring that school personnel be trained and armed.

"We don't believe the solution is to put more guns in the building, but keep them from getting in," said NEA President Dennis Van Roekel. But he argued that prevention goes beyond gun control. He said NEA wants more money to finance school counselors and psychologists, better public mental health access generally, and state laws that crack down on bullying.

"It's time to emphasize how all of those services and that comprehensive approach play a role in keeping kids safe," he said.

As advocates talk to lawmakers, Van Roekel added, they should demand more than just a yes or no. "Don't just tell me what you won't do. Tell me what you are willing to do to try to fix this problem. If you vote no, come with an alternative."

Some Yemeni separatists to join national dialogue

ADEN (Reuters) - Some Yemeni separatist groups have agreed to join national reconciliation talks foreseen under a deal that averted civil war last year and prised ex-President Ali Abdullah Saleh from power, a southern politician said.

Stabilizing Yemen, a U.S. ally grappling with al Qaeda militants, southern separatists and northern rebels, is an international priority due to fears of disorder in a state that flanks top oil producer Saudi Arabia and major shipping lanes.

Many southerners complain northerners based in the capital Sanaa have discriminated against them and usurped their resources for decades. Most of Yemen's fast-declining oil reserves are in the south, which once was an independent state. The central government denies a discriminatory policy.

The separatist green light for reconciliation talks is a step forward for a Gulf-brokered deal that led to Saleh quitting in February after a year of protests against his rule and allowed his deputy, Abd-Rabbu Mansour Hadi, to take office.

Mohammed Ali Ahmed, a former South Yemen interior minister who returned from exile in March, said several southern groups had accepted Sanaa's offer of half the seats at the talks.

"Yes, we will enter the dialogue," Ahmed told reporters in the southern port city of Aden late on Wednesday. "It is the right way to defend the rights of the southern people."

He said representatives from each southern province would sit in the planned talks. But some leaders have baulked.

WARTIME SOUTHERN LEADER SHUNS TALKS

One who has refused to take part is Ali Salem al-Beidh, the Beirut-based south Yemeni leader who failed in a 1994 civil war to reverse a 1990 deal merging the former South Yemen with the north. Beidh now runs a pro-independence satellite TV station.

Ahmed said the door was still open for other southern factions to join.

Efforts to convene the dialogue, originally planned for this year, had met resistance from southern separatist leaders. Many had taken advantage of weakened central state authority in the south to return from exile and press for reviving the state that merged with North Yemen more than 20 years ago.

U.N. envoy to Yemen Jamal Benomar has sought to persuade southern separatist leaders to attend the conference.

During his first visit to Yemen last month, U.N. Secretary-General Ban Ki-moon pledged to help rescue stumbling efforts to implement the power transfer deal.

The deal mandates Hadi to oversee major reforms during a two-year interim period to ensure a transition to democracy, including amending the constitution and restructuring the armed forces to break Saleh's family's grip on them.

On Wednesday Hadi ordered a broad overhaul of the military, which is divided between Saleh's opponents and supporters. His decree abolished the elite Republican Guard, headed by the former leader's son, Brigadier-General Ahmed Saleh, as well as the First Armoured Division, led by a rival of Saleh.

Connecticut shooter's smashed hard drive poses challenge for investigators

22 hrs.

Investigators hoped to learn something from a computer found in the home shared by Adam Lanza???the gunman who killed 26 people at Sandy Hook Elementary School in Newtown,?Conn.???and his late mother, but the computer and the hard drive?were heavily damaged, say authorities.?There may be further attempts to recover data, but luck may not be on the investigators' side.

Law enforcement sources told NBC News?that they're somewhat pessimistic that Adam Lanza's computer will?yield any useful information. Not only was the actual computer heavily damaged, but its hard drive was removed and subjected to additional damage.?We asked data storage?experts to explain the sorts of challenges these computer?forensics workers are facing.

"If there's physical damage to the disks, I would say that it's nearly impossible to get the data off," said?Robb Moore, CEO of ioSafe ? a company that builds durable housings for hard drives and develops other disaster-proofing for data products. A standard hard drive consists of an enclosure, a circuit board, a read/write head and?disks,?also called platters,?which have a magnetic coating.?The disks themselves are often made of glass or other fragile materials, Moore told NBC News; they?can bend, break or shatter. The actual?data lives on that thin coating, which is "very sensitive to scratches and damage," Moore said.

"If someone damaged just the circuit board, it's possible to replace the circuit board," Moore said. "If someone damaged the drive so that the disks have shattered, it would be nearly impossible to get the data off these disks."

Tony Martino,?Director of the Computer Forensics Research and Development Center at Utica College, clarified that while a whole shattered platter makes chances of recovery "pretty much nonexistent,"?it may be possible to read a portion of the data if just a piece of the platter is damaged.?Even then,?the recovery?process is quite intense.

Paulo Licio de Geus, associate professor at?Institute of Computing at?Unicamp, focuses his research on computer security. He explains that if the platters are merely bent, rather than shattered???which could happen, depending on materials and manufacturers ??an elaborate laboratory procedure could be used to recover some information. "One must be really determined to fancy such an enterprise," he told NBC News.

Chris Bross is?a senior engineer?at Drive Savers???a company which tries to recover data from erased or damaged hard drives. He told NBC News that?in his two decades on the job,?he has successfully extracted information from hard drives damaged intentionally by being hit with a hammer, shot?or run over with a car.

"It's actually difficult to successfully destroy data to an absolute level," he explains. "What we do in a laboratory is engineering work. There's always opportunity for recovery from a storage device unless that device has been extremely damaged." He confirms that, "if the platters have been shattered,?then there's no tangible way to put together data from that." But if the platters are partially chipped, scratched, or similar? There's still a chance.

Antique Pianos Destroyed in Fire | WNEP.com ? Scranton / Wilkes ...

Posted on: 5:22 pm, December 18, 2012, by Nikki Krize, updated on: 08:13pm, December 18, 2012

WATSONTOWN ? A piano teacher and collector in Northumberland County lost some of his prized possessions in a fire over the weekend. ?Nine pianos and one organ were destroyed or damaged, along with family pictures, sheet music and more.

The homeowner has more than 40 pianos, but he says the ones that were destroyed were ?the cream of the crop??all of them antiques. ?He estimates the value of the instruments at about $400,000.

John Ravert has played the piano his whole life and taught lessons for almost 50 years. ?He owns more than 40 pianos in his house near Watsontown and his studio. ?Over the weekend some of his most valuable instruments were destroyed by fire.

On Saturday night, Ravert and his wife put a roll of music on a player piano so they could listen as they fell asleep?something they did often to relax. ?The couple woke up and smelled smoke.

?Turned the corner, looked in the studio and the piano had run and the motor got hot and set fire to the piano,? Ravert said.

Ravert said the piano that started the fire was here in the middle of the room. ?It quickly spread to the piano that was right next to it. Within minutes the entire room was in flames.

?The piano was like a bonfire and the flames were touching the ceiling in the studio,? Ravert said.

Nine of Ravert?s most valuable pianos and one organ were heavily damaged. ?Family pictures, sheet music and antique lamps are also gone. ?He estimates the loss to be about $400,000.

?The pianos will have to be replaced. ?A large organ will have to be replaced. Concert grands that I practice on. A large loss of musical instruments,? Ravert said.

Ravert?s large collection of pianos were featured on Newswatch 16 in happier times. ?Mike Stevens took a trip to Ravert?s house in 2004.

Ravert says despite the loss of much of his collection of instruments, he is grateful the damage was not worse.

?Happy to be alive. I?m thankful to the lord for that,? Ravert said.

Ravert does have insurance, and says he will fix the pianos that can be fixed. ?At least two of the most valuable ones in his collection are not repairable.

ADDIS ABABA, Ethiopia (AP) - Officials have failed to make progress in talks that would see South Sudan resume its oil exports through Sudan.

The presidents of the two African nations sealed deals in September for a demilitarized zone between their borders and other security agreements that would allow the oil exports to resume.

South Sudan exports its oil through Sudan's pipelines, but those exports have been halted since early 2012. Sudan gets a cut of the exports' revenue.

Tuesday's meeting in Ethiopia ended without agreement on implementing September's deals.

African Union mediator and former South African president Thabo Mbeki says the two sides would meet again on the issue in January.

The leaders of Sudan and South Sudan also are scheduled to meet during a January summit in Ethiopia.

Solid Internet Marketing Techniques For The Beginner | Mike Henry ...

Solid Internet Marketing Techniques For The Beginner

A six-figure income sounds great and it, undoubtedly, lures plenty of people in to web business traps, but it is not very realistic, at least, not immediately. If you want to build a business that produces money like that, you need to start from the ground floor and work your way up, and these tips can help you do it.

Try not to sound too much like a salesperson when advertising online. People will be turned off quickly if your ads are too pushy, especially on the Internet where your ad can disappear with one click of a mouse. Instead of trying to sell them your idea immediately, simply get their attention. Once they?re interested, they?ll listen to anything.

Research your market and always be up to date with your competitors. Research what their prices are, where their visitors go, and if the site is designed for success. Look for things like quality code and content, internal/external linking, and keyword density in content and links. See how their pages are indexed and ranked. Does their site have quality titles, headers, site layout and design? Find out about the conversion process, site load time, dedicated host, what new services they develop and announce, etc.

Your website should help your customer along every step of the ordering process. Offer instructions below each ?add to cart? button on your product webpages, especially if your products are customizable or require special instructions to complete. This makes it easier for customers to check out and encourages future orders.

Use local business directories. Many online business directories will provide free listings. Get your business listed on as many as possible to attract more visitors to your site. Search for the directories that offer free listings, since there is no need to pay for something that you can get for free.

If you intend to spend money on your internet marketing efforts, go after traffic using the appropriate strategies. Pay-per-click (PPC) search engines will turn your money into favorable search rankings. Affiliate marketing programs will pay off other websites for driving traffic to yours. Once you decide to spend money for traffic, make sure you get the most bang for your buck.

Build other websites that revolve around your primary product or subject. Do not create websites that are junk. Take your time and include relevant information. This will keep people at your website longer, and you will be able to trust the links to your website, which is where you will bring in customers and make money.

Before you even get started as an internet marketer, make sure that your business correctly reflects what you?re attempting to sell. A name says it all in this modern age. McDonald?s is the exception; Burger King is the rule. If you can understand that, you?re on your way to finding a great business name.

Track and analyze your site to keep a finger on the pulse of success. Tracking will tell you all you need to know about who is visiting your site, where they come from and how long they stay. If your analytics indicate infrequent hits or very short visits you will know a change is in order. Analytics are an invaluable tool for your Internet success.

To market your products to a wider audience, make use of videos! Videos are a great way to show off a product, and will help people find your site that may not have found it otherwise. Many video hosting websites, including YouTube and Blip, can also work as an additional source of revenue for you.

As it was stated in the beginning of this article, a business plan must be developed to run a successful internet marketing business. You can use all of the included tips and advice in your marketing plan and they will help you to increase the profits that you see from all of your hard work.

This Trevo Review explains why this is a great internet business that allows you to work from home.

Man fires some 50 shots in California mall parking lot

NEWPORT BEACH, Calif. (AP) ? A man was arrested Saturday after firing about 50 shots in the parking lot of a Southern California shopping mall, prompting a lockdown of stores crowded with holiday shoppers.

Marcos Gurrola, 42, of Garden Grove was taken into custody by bicycle police officers patrolling around the open-air Fashion Island mall around 4:30 p.m., police spokeswoman Cathy Lowe said. She said he fired into the air and onto the ground in the parking lot near a Macy's department store.

No one was injured, but the gunfire caused panic, coming a day after a gunman killed 26 children and adults at a Connecticut elementary school, and days after a deadly mall shooting in Oregon.

The mall was crowded with holiday shoppers and the parking lot was full. Witnesses said they ran, screaming and ducking for cover.

"It's a miracle nobody got injured," said Sven Maric, who said he was celebrating his wife's birthday at a restaurant patio about 50 yards away. "The bullets had to land somewhere, and he shot so many."

Lowe says some stores voluntarily closed their doors and kept shoppers inside while police investigated.

Bret McGaughey, 22, of Laguna Beach, said he was with his mom in the Apple store when shoppers ran to the rear of the store as employees locked the front entrance. He estimated that up to 100 people stayed in the back of the store for about 30 minutes until Apple employees announced that police said it was safe to reopen the doors.

Gurrola was arrested for investigation of assault with a deadly weapon, Lowe said.

There was no telephone listing for Gurrola.

On Tuesday, a gunman at an Oregon shopping mall killed two people and wounded a third amid a holiday crowd estimated at 10,000 people.

Clackamas County authorities are still trying to determine why the gunman opened fire before killing himself.

The suburban Portland mall was closed for two days before reopening on Friday.

Canada manufacturing sales plunge, confirming weak trend

OTTAWA (Reuters) - Canadian manufacturing sales unexpectedly plunged by 1.4 percent in October from September in the latest sign the economy is struggling to cope with market problems abroad and due to the effect of a strong Canadian dollar.

Statistics Canada said on Friday that the drop - the biggest in nine months - was due to weakness in major sectors such as motor vehicles and primary metals.

Analysts had expected no change in manufacturing sales. Statscan revised September's performance to unchanged from an initial 0.4 percent increase.

"A slowdown in emerging market growth and uncertainty related to the fiscal crises in both the U.S. and Europe have all led to a deceleration in global economic momentum, especially in the second half of this year," TD Economics economist Francis Fong said in a note to clients.

The October drop was the greatest since a 2.4 percent retreat in January 2012.

Analysts said the poor performance would affect October's growth figures, due to be released next Friday.

The Bank of Canada has predicted fourth-quarter growth of 2.5 percent, annualized, which now looks rather optimistic. Canada's economy grew at a sluggish 0.6 percent pace, annualized, in the third quarter.

"While this (manufacturing) is only one data point, extrapolating this for the (fourth) quarter as a whole would suggest a quarterly annualized rate of growth a touch below 1 percent," said TD Securities strategist Mazen Issa.

The Canadian dollar initially eased slightly to a session low against its U.S. counterpart, to C$0.9852 versus the greenback, or $1.0150, from around C$0.9845, or $1.0157 before the release. It later recouped the losses.

The October manufacturing report was weak across the board and showed sales declined in 12 of 21 industries, representing about 71 percent of the manufacturing sector.

In volume terms, sales were down 2.4 percent, the biggest decline since a 2.7 percent drop in January 2012.

Sales in the motor vehicle assembly industry dropped by 3.7 percent to C$4.4 billion ($4.5 billion) while primary metals sales were down 2.8 percent to C$3.7 billion. The declines were partly offset by advances in the petroleum and coal product industry, where sales rose by 2.0 percent to C$7.4 billion.

The inventory-to-sales ratio advanced to 1.36 from 1.32 in September while inventories grew by 1.3 percent. Unfilled orders were flat while new orders fell by 0.6 percent.

Statscan outlined another area of weakness on Tuesday when it noted imports had dropped to a 15-month low in October.

Some analysts, though, looked to the United States for inspiration, saying prospects there were good if Washington could avoid the so-called "fiscal cliff" next year - referring to steep tax hikes and spending cuts that kick in early in 2013.

"The second half of 2013 is expected to be more prosperous for manufacturers as the US is expected to grow more robustly," said Issa.

Psychological therapies improve life for children with post-traumatic ...

Dec. 11, 2012 ? Children suffering post-traumatic stress disorder (PTSD) as a result of traumatic events, including child abuse, may benefit from psychological therapies, according to a review published in The Cochrane Library. In the first systematic review of PTSD in young people, researchers found that children and teenagers diagnosed with PTSD showed signs of improvement up to three months following treatment and called for more studies to assess long-term benefits.

People who develop PTSD have usually experienced extreme traumatic events, such as abuse, war or natural disasters. In children, PTSD can lead to delayed development and behavioural problems. More generally, it is associated with anxiety, depression and suicidal tendencies. As yet, there is no compelling evidence that prescribing drugs for PTSD works in children. A number of psychological therapies are available, including supportive counselling and cognitive behavioural therapy (CBT), which challenges negative thinking. However, no systematic review analysing the potential benefits of these therapies has been undertaken until now.

The review focused on 14 studies that together involved 758 children aged 3-18 suffering from PTSD due to sexual abuse, violence, road accidents or natural disasters. Most studies reported on the effects of weekly therapy sessions no longer than a month after treatment. Children who were given psychological therapies showed significant improvements, and anxiety, depression and PTSD symptoms were reduced.

?There is fair evidence for the effectiveness of psychological therapies, particularly cognitive behavioural therapy, in treating post-traumatic stress disorder in children,? said lead researcher Donna Gillies of the Western Sydney Local Health District in Westmead, Australia. ?However, more effort needs to be devoted to increasing follow-up in children so we can understand whether these therapies are making a difference in the long-term.?

Overall, no one type of treatment was more effective than any other, but the positive effects of CBT were backed up by better evidence. The researchers suggest that further studies address the effects of different psychological therapies, as well as any differences or additive effects of drug treatment compared to psychological therapies.

?More trials comparing the various psychological therapies are required to find out whether specific psychological therapies are more effective for the treatment of PTSD in children and adolescents,? said Gillies.

Walmart in talks to buy stake in Turkish retailer: FT

DEAR ABBY: I have been married for 14 years to a man who had two failed marriages. I never felt insecure in my married life until I read his answers to a Yahoo Answers poll that asked, "Do you dream about the one that got away?" and, "Have you found the love of your life?"My husband responded that he thinks about her very often, especially on her birthday and Valentine's Day. To the other question he replied he had found the love of his life, but the relationship had ended in divorce, which he admitted was his fault.I know he was talking about his first wife. I feel so sad and insecure. ...

Commander: WikiLeaks suspect's treatment closely watched by US supervisors

FORT MEADE, Md. - The former boss of a U.S. Marine Corps brig testified Monday that she was "shocked" when the base commander asked for advance notice of any planned orders regarding the confinement of Bradley Manning, the Army soldier charged with giving classified information to the anti-secrecy website WikiLeaks.

Denise Barnes was the brig commander during the last three months of Manning's confinement there. He was held in maximum custody during his nine months there, with additional restrictions said to be aimed at preventing suicide or self-injury. He was confined to his cell at least 23 hours a day and spent some of the time naked.

Manning contends the conditions were so harsh that all charges against him should be dropped. The government must prove that brig officials justifiably believed the conditions were needed to keep Manning from hurting himself.

The pretrial hearing is to determine if the conditions amounted to illegal pretrial punishment.

The 24-year-old Manning is accused of leaking hundreds of thousands of classified Iraq and Afghanistan war logs and more than 250,000 diplomatic cables while working as an intelligence analyst in Baghdad in 2009 and 2010. He is charged with 22 offences, including aiding the enemy, which carries a maximum penalty of life in prison.

The hearing is scheduled to end Wednesday.

Brig commanders have sole authority to determine the custody status of detainees, Barnes said. But she testified that Col. Daniel Choike, then garrison commander at the Quantico brig, asked for advance notice after Barnes ordered in early March 2011 that Manning be stripped of his underwear each night as a suicide-prevention measure.

Manning stood naked at attention the next morning, resulting in news coverage that embarrassed the military and heightened worldwide interest in his case.

Barnes said Choike called her to say that Lt. Gen. George Flynn, then the highest-ranking officer at Quantico, wanted her to run any orders involving Manning up the chain of command before executing them.

"I was kind of shocked," Barnes said. "The base commander does not control the brig OIC." The acronym stands for "officer in charge."

Barnes said she never received any orders regarding Manning's confinement conditions. He continued to be stripped of his underwear at night until he was moved to medium-security confinement at Fort Leavenworth, Kansas, in April 2011.

Barnes acknowledged that nothing in the military corrections manual authorizes removing clothing from detainees who aren't on suicide watch. Manning was on less-restrictive "prevention of injury" status at the time and remained so until he left Quantico.

Defence attorney David Coombs claims the conditions of Manning's confinement at Quantico were controlled by Flynn. Choike has denied that Flynn influenced Manning's confinement.

Two members of Manning's Army chain of command testified that he told them almost weekly that he didn't understand why he was on the heightened restrictions. Capt. Joe Casamatta said he followed up on the matter and was told by brig commanders that Manning was at risk of harming himself. Manning had acknowledged having suicidal thoughts shortly after his arrest nine months earlier.

Casamatta said he became skeptical of the explanation after the underwear seizure, which was prompted by a remark Manning had made to a guard about the dangerous waistband. Casamatta said he regarded Manning as an intelligent, articulate soldier who made a tongue-in-cheek comment.

"I just believed he wouldn't have such thoughts as to actually kill himself with his underwear, sir," Casamatta said during cross-examination by Coombs.

New research investigates how the common 'cat parasite' gets into the brain

Saturday, December 8, 2012

A new study demonstrates for the first time how the Toxoplasma gondii parasite enters the brain to influence its host's behavior. This research was led by researchers from the Karolinska Institute and Uppsala University in Sweden publishes today in the Open Access journal PLOS Pathogens.

The Toxoplasma gondii parasite causes toxoplasmosis. The parasite is common and infects between 30 and 50 per cent of the global population. It also infects animals, especially domestic cats. Human infection is contracted by eating poorly cooked (infected) meat and handling cat feces. Toxoplasmosis first appears with mild flu-like symptoms in adults and otherwise healthy people before entering a chronic and dormant phase, which has previously been regarded as symptom-free. But when the immune system is weakened toxoplasmosis in the brain can be fatal. The fetus can be infected through the mother and because of this risk, pregnant women are recommended to avoid contact with cat litter boxes. Surprisingly, several studies in humans and mice have suggested that even in the dormant phase, the parasite can influence increasing risk taking and infected people show higher incidence of schizophrenia, anxiety and depression, which are broader public health concerns.

In their recent study Fuks et al. showed for the first time how the parasite enters the brain and increases the release of a neurotransmitter called GABA (gaba-Aminobutyric acid), that, amongst other effects, inhibits the sensation of fear and anxiety. In one laboratory experiment, human dendritic cells were infected with toxoplasma. After infection, the cells, which are a key component of the immune defense, began actively releasing GABA), In another experiment on live mice, the team was able to trace the movement of infected dendritic cells in the body after introducing the parasite into the brain, from where it spread and continued to affect the GABA system.

"For toxoplasma to make cells in the immune defense secrete GABA was as surprising as it was unexpected, and is very clever of the parasite," says Antonio Barragan, researcher at the Center for Infectious Medicine at Karolinska Institute and the Swedish Institute for Communicable Disease Control. "It would now be worth studying the links that exist between toxoplasmosis, the GABA systems and major public health threats."

Lilian Garcia returns to SmackDown

Lilian Garcia

For the first time since being sidelined in an automobile accident in late October, singer and ring announcer Lilian Garcia comes home to SmackDown tonight, emanating from the North Charleston Coliseum in North Charleston, S.C.

?I actually had butterflies in my stomach driving up to the arena,? Garcia told WWE.com.? ?After 11 years [in WWE], you?d think this would be old hat to me, but it all feels new again.?

Lilian?s feeling of rejuvenation follows a six-week recovery process for the SmackDown songstress. On Oct. 26 in Los Angeles, Garcia was struck by an SUV while she was working out. As a result, she received treatment for head, neck and back trauma, and is still undergoing physical therapy three times a week. Fortunately, the resilient Diva has had the full support of the WWE Universe during her recuperation. (MORE ON THE ACCIDENT)

?It?s been overwhelming in a good way, and our fans definitely helped pull me through it? said Lilian, who officially resumed her WWE announcing duties on WWE Main Event this week. ?They were the reason I worked so hard with physical therapists and chiropractors to be able to come back.?

Watch Lilian?s SmackDown return tonight by tuning in at 8/7 CT on Syfy.?

(AP) ? Does "The Bodyguard" have the muscle to be a hit?

A stage musical based on the 1992 movie starring Whitney Houston and Kevin Costner has opened at London's Adelphi Theatre to a mixed critical reception ? but universal praise for its big-voiced star.

Reviewers raved Thursday about Heather Headley's performance as Rachel Marron, a superstar singer who falls for the former secret service agent (Lloyd Owen) assigned to protect her from a stalker.

Critic Mark Shenton in The Stage newspaper found Headley ? an American actor and singer who has won both a Tony and a Grammy Award ? "an utterly compelling star" who combines "an authentic glamour and blazingly soulful vocals."

Evening Standard newspaper critic Henry Hitchings called her "mesmerizing," while the Daily Telegraph's Charles Spencer praised Headley's "sassy stage presence" and declared her renditions of songs such as "I Will Always Love You" even better than those by Houston, who died in February aged 48.

As for the rest of the show, some critics found campy fun where others saw just another uninspired jukebox musical.

The Guardian's Michael Billington damned "The Bodyguard" as "one more example of the necrophiliac musical morbidly attracted to a cinematic corpse."

He said that although staged with "enormous technical efficiency" it was "a sterile attempt to recapture the feel of a not very good romantic thriller and turn the West End into a distant suburb of Hollywood."

In contrast, Times of London reviewer Libby Purves found it "absurd and hugely enjoyable," with terrible dialogue but "brilliantly clever" design and powerful performances.

She added that "the heart swells with British pride that this terrific all-American schlock is not a Broadway import," but the work of a London team including director Thea Sharrock and designer Tim Hatley.

The Telegraph's Spencer predicted it would be a hit.

"'The Bodyguard' is dross with a gloss, and proof that if you can't make a silk purse out of a sow's ear, you can sometimes come surprisingly close," he wrote.
